What surprises most first-time contractors is that no Form 1099 follows, and usually no US tax comes out either. The IRS sources personal service income by where the work physically happens: “The place, where the personal services are performed, generally determines the source of the personal service income, regardless of where the contract was made, or the place of payment, or the residence of the payer.” Testing performed at a desk in Pune is foreign-source income, which puts it outside the US withholding and 1099 machinery entirely.
